That's odd Tom, I didn't have to sign up for any services to read or access google books. When you click on that link it displays texts that contain the search term "displacement to length ratio" some are "full view" like this one below "The Speed and Power of Ships: A Manual of Marine Propulsion By David Watson Taylor. When you click on it it should open right to where the DLR is mentioned in the text. There are tabs above the page and at margin to help navigate through it or find a hard back copy of it in a public library or an online store front. I hope this helps.
